Who licenses used car dealers in California?

The California DMV Occupational Licensing branch issues the vehicle dealer license. Its vehicle dealer license page lists what used and wholesale-only dealer applicants need. Before the license is issued, used dealer applicants must:

  • Complete a Dealer Education Program and hold the Certificate of Completion.
  • Pass the DMV used dealer test. Each applicant gets 3 attempts.
  • Complete a live scan fingerprint clearance for each person listed as an owner.
  • Keep proof of continuing education every two years for renewal.

A quote, a bond or a bound policy does not let you start selling. Wait for DMV to issue the license or a temporary permit.

What does DMV require for the lot and office?

DMV says the main office must be a permanent structure that the dealer occupies continuously or at regular periods. The display area must be for the dealer's exclusive use and large enough for the vehicles the license covers. Permanent signs must be posted on the office or display area.

The application packet also asks for a copy of your lease or proof of ownership and asks whether the location meets city and county property use requirements. If it does, you attach a property use form signed by the local official. In Los Angeles, San Diego, Sacramento, Fresno or the Inland Empire, check zoning with the city or county before you sign a lease. A lot that fails zoning can stall both the license and the insurance.

How much is the California dealer bond?

The DMV dealer surety bond form (OL 25) states that Vehicle Code section 11710 requires a bond of $50,000. The DMV packet also includes a $10,000 bond form for certain limited licenses, such as motorcycle-only dealers. Confirm with DMV which bond your license type needs.

The $50,000 figure is the bond amount, not the price. A surety reviews the owners' credit and finances to set the premium. The bond protects buyers and others under its terms. It is not liability insurance and it does not cover your inventory. If the surety pays a valid claim, it can seek repayment from the dealer.

What insurance should a California used car lot carry?

The DMV application packet we reviewed lists the bond but does not set a liability insurance minimum for the dealer license. That does not mean a lot can go without coverage. Most used dealers review:

  • Garage or dealer liability for injuries and damage tied to the lot, test drives and sales operations.
  • Dealer physical damage (open lot) for the cars you own. California lots face theft, vandalism and wildfire smoke and ember exposure near the foothills.
  • Garagekeepers if you hold or repair customers' vehicles.
  • Property coverage for the office, shop and equipment, with an honest look at earthquake exposure, which standard property forms usually exclude.
  • Workers' compensation if you have employees, including part-time lot attendants and detailers.

Floor plan lenders often set their own limits and ask to be listed on the inventory coverage. Bring their requirements to the quote.

How does a test drive or dealer plate affect coverage?

Underwriters ask who drives dealer vehicles, whether customers test drive alone, how you check licenses and whether you move cars on public roads with dealer plates. California freeway traffic around Los Angeles and the Bay Area makes these questions matter. Have written test drive rules ready.

Questions California dealers ask us

Do I need the bond before DMV issues my license? Yes. DMV requires the $50,000 bond under Vehicle Code section 11710 to be filed or on file with the department for a dealer license.

Is the bond the same as insurance? No. The bond protects others under its terms. Garage liability and dealer physical damage protect your business and inventory.

Does a wholesale-only dealer need coverage? Yes. Wholesale-only dealers still own and move vehicles. DMV also requires them to complete dealer education and pass the used dealer test.

Can BIG quote before I find a location? We can start the conversation, but the final quote depends on the address, security and inventory, so a confirmed lot gives you an accurate number.
