Minnesota used car dealer license, bond and insurance: where to start
Opening a small used car dealership in Minnesota? Prepare for the dealer license, $50,000 bond and insurance review before you start selling.
If you are opening a small used car dealership in Minnesota, start the license, bond and insurance work together. Your business name, location and proposed operations need to match across the application and the documents supporting it.
BIG can help you work through the dealer bond and insurance part of that preparation. Minnesota Driver and Vehicle Services handles the dealer license. An insurance quote or bond does not, by itself, authorize you to begin selling vehicles.
Call BIG at (612) 712-6407 to discuss your proposed dealership and target opening date.
Confirm the license type and location first
Use Minnesota DVS's used motor vehicle dealer information to identify the application and requirements for your business. Minnesota requires a license for engaging in the business of vehicle sales; the numerical vehicle threshold is not permission to operate a dealership without one.
Before committing to a location, check local zoning and the dealer premises requirements. DVS describes a commercial building requirement and a commercial checklist; used-dealer applicants are encouraged to provide photos of the building, display lot and exterior sign. Confirm the applicable requirements directly with DVS and the local authority before signing a lease based on assumptions.
Have the legal entity name, any business name, address and ownership details ready. Tell your agent whether you will sell to the public, wholesale, repair vehicles or operate another business at the same location. Those details affect the insurance conversation as well as your licensing preparation.
Arrange the Minnesota dealer bond
Minnesota lists a $50,000 surety bond requirement for an ordinary used motor vehicle dealer. That is the bond amount, not automatically the amount you pay for it. The price and approval depend on the surety's underwriting.
A dealer bond and a garage liability policy do different jobs. The bond supports the dealer's obligations under the applicable bond terms. It does not replace liability insurance or insure the cars you own against hail, theft or fire. A surety may seek reimbursement from the dealer for amounts it pays on a valid bond claim.
Use the exact business information required for the application when requesting the bond, and have the completed documents checked for matching names and dates.
Get insurance that fits how your lot will operate
Minnesota's dealer licensing page requires liability insurance on vehicles held for sale or resale. Ask your agent to review the state's current required coverages and proof, then consider whether higher limits and additional protection are appropriate for your operation.
For a small used dealer, the discussion commonly includes garage or dealer liability, physical damage coverage for owned inventory and any lender requirements. If you also keep or repair customers' vehicles, discuss garagekeepers coverage separately. “Garage liability” does not mean every vehicle on your premises is covered for physical damage.
Explain test drives, who drives dealer vehicles, vehicle transport, repair work and where cars are stored overnight. Give a realistic inventory value, including the most you expect to have at one time. A small lot still needs coverage based on what it actually does.
Put the application and coverage dates together
Confirm the current DVS submission requirements, application charges and any local approvals from the official source. Ask which bond and insurance documents are needed and how the effective dates should align. Do not assume that a quote, submitted application or dealer plate request means the license or coverage is active.
Before opening, obtain confirmation of your license status from DVS and written confirmation of the insurance that has been bound. Keep the records accessible for future renewals and changes.
